Locke believed in a state of nature (no government) people would be unsafe and no one would be peaceful to each other. Hobbes was the opposite of that and believed everyone would help one another and be kind.

As a example, let’s say there was a protest and police had a hard time keeping it in control. People start breaching in stores and stealing and some even start shooting. This is a great example of state of nature (no one in control) and Locke’s theory.
