Was the Declaration of Independence intended to be a formal declaration of war? The war started a year before the Declaration was written. What it did was it united the 13 colonies in a single entity ie the USA and it showed the immense confidence of the founding fathers that they would win the war and that out of their common struggle they were already forging a new independent country.
