A supporter of sanctions as a tool of foreign policy would most likely say that with economic sanctions the target country could be influenced to change its policies either political, social or economic. Sanctions can be used either as a force for good such as the sanctions against South Africa when it was Apartheid to stop its racist practices, or to attack a progressive government like that of Venezuela for pursuing  independent economic, political and social policies.
