Your first question needed some context.  I'll respond to your second question.

The Oslo I Accord was signed in Washington, DC, in 1993.
The Oslo II Accord was signed in Taba, Egypt, in 1995.

Before the signing of the first Oslo Accord agreement, there had been secret negotiations taking place between representatives of Israel and of the Palestinian Liberation Organization  (PLO).   The resulting agreement was called the Oslo Accord because the negotations took place in Oslo, Norway, since a Norwegian researcher and a Norwegian diplomat had helped to get the secret negotiations started.   After the 1993 agreement, further negotiations continued, and the Oslo II Accord (also known as the Taba Agreement) was signed in 1995.
