Prior to the state of World War II, Nazi Germany negotiated appeasement policies with the European nations, this included the Munich Agreementment between Germany, England, and France which allowed for small territories of Czechoslovakia to be annexed to Germany.  Initially, Hitler was pleased with the diplomatic victory, though this was not the end goal, and he soon violated this agreement by invading the remainder of the country with military personnel. This action left the leaders of Western Europe uncertain of Europe's peaceful future and suspicious of Hitler. 
Outside of Western Europe Hitler also addressed concerns in the east raised by the Soviet Union and its military capabilities. As as a result, Hitler and Stalin signed the Soviet Non-Aggression Pact which called for peace between the nations and negotiated the division of European territories following their expansion plans. However, Hitler also violated this agreement leaving Stalin incapacitated with shock when Nazi Germany began Operation Barbarossa, a massive invasion of the Soviet Union.
