The line "and silent isle imbowers" shows how vastly different the Lady of Shalott's world is from that of Camelot. Camelot was the center of everything, with Knights coming and going, tons of people living and working there. You can imagine that it's a loud, active city. In contrast, the Lady's island is the opposite. First of all, the image of an 'isle' shows that it is isolated from areas around it, unlike Camelot. Secondly, silence is not something that describes Camelot. Also, differing from the freedom to come and go from Camelot, the Lady is "imbowered" (which means trapped or imprisoned) in her tower. 
This image of a single person living in a tower on a silent island could not be more wildly different from the image of Camelot at the time.
