An allegory is a type of extended metaphor in which items or characters within the story (or even poem or play or painting) stand for something else, and what they stand for is something typically of a political nature.  That said, the word “symbolically” helps us determine that “D” is the correct response because of how symbols stand for other things, and royalty can be seen as a political figures.
