Basically, the Burroughs were small enough to enable a sufficiently wealthy patron to buy all the votes and become a member of the parliament and control some of the voting due to the large number of representatives in the parliament while in reality  their number should've been much lower. They would buy their way into the parliament and represent an inadequate number of people. There was one borough that had only 13 voters and yet had a high number of representatives in the parliament.
