what was the result of administrative weaknesses under the articles of confederation?

♥ALL 13 colonies had to amend. (To the articles of confederation)
♥ The central government could not collect debts from the states, which I believe led to another event.
♥ At least 9 states needed to approve congressional legislation.
♥ and lastly,the central government could not raise revenue. Which was bad.
