Also, it is highly unlikely that most Americans can "recite the entire Constitution, or explain the most complex provisions of State law." These tasks are only being given to African Americans to keep them from being able to vote. Option D does not talk about tests but rather circumstances that are contrived to keep African Americans from voting. Option C says that discrimination is widely apparent when voting. Option B states that there isn't a law to protect voting rights when the local officials want to keep people away.
