Why were Roosevelt and other progressives unhappy with the Payne-Aldrich Tariff Act?

The act did very little to Lower Taxes.

The Payne-Aldrich Tariff Act lowered taxes on certain goods, raised taxes on others and started the corporation taxes.  It was a compromised act between the parties.
