If something is low-cost to make and with a high demand rate, that means that said product must be mass-produced. Mass production doesn't require much quality control just a large quantity. To produce products like shirts or maybe toys, they need a production line which is already expensive enough. Companies want to gain profit so they use sweatshops since they wouldn't have to worry about their wages.

Consumer demand for low-cost goods leads to factories with sweatshop conditions because most of the time when an object is "cheap" the quality isn't the best. And, when the quality isn't "great" the workplace is a sweatshop. Including back then when people would have to stay in a workplace for more than half a day every day.
