I think that individual desires are more important than that of the public's
opinion on what is "good" because what is "good" for the majority may not be
"good" for specific individuals in society. For instance, a majority of the
population in America is white. During the advent of civil rights, many whites
opposed the allowance of blacks in America to have the same rights as white
people. If the matter was the situation was decided on popular vote alone,
blacks have oppressed longer. But the minority protections the country has
as a republic were cause for the movement for civil rights not to have to
convince the whole country, just enough politicians to move legislature.

I think that the best arguement on why you should promote the desires and intrests above individuals above public goods for for things the race equality. at that dtime (during the civil war) there were a lot of whites that did not want slavery to end and they did not want blacks and whites to be equal under the law. Another example is the world being a dog eat dog world. not all people who have created some of the best inventions every were doing it because the public was intrested in it. In fact often time the public was not intrested in it. Oftentimes they thought it was outragous however later on they found out how amazing it was.
