The Virginia plan proposed a strong central government that could act without the states acting as intermediaries, a two-chamber legislative branch, a national executive, a national judiciary, and a council of revision. The plan was introduced by James Madison and it called for a legislative body with two branches. Each state would have representation, but the representation would be based on population. Having more people in a state meant that the state would have more representatives and having less people would mean less representatives. The plan also called for a national government with power.
