the hook is for the beginning of the paper, the frst sentence. new evidence may never be presented at the end of the paper, it needs to be explained thoroughly in the meat of the paper (lol! bear with my imagery!), you don t explain at the end of a paper!
you restate your thesis in the conclusion to etch it into your reader's mind, so he remembers it. and, your call of action! the purpose of your paper! was it to move your reader? make your reader take a stand? that is what comes at the end of the paper after you spend your whole paper convincing your reader to accept the call of action.
