Here's what you need to do: 

3x+2y=3

Subtract 2y on both sides.

3x= 3-2y

Subtract 3 on both sides.

3x-3= -2y

Divide everything by -2.

3/-2= -1.5  -3/-2= 1.5

-1.5x+1.5= y
