Add both together.

D + (D+1.2 million) = 55 million
2D + 1.2 million = 55 million
Subtract 1.2 from both sides
2D= 53.8 million
Divide both sides by 2
D= $26.9 million state 1 spent

D+1.2= $28.1 million state 2 spent (equals to state C)

Check your work:
$26.9 mil + $28.1 mil= $55 mil total

I'm bad at math but i'm gonna give this a shot, 1/2 of $55M is $25M. So if C spends $1.2M more than D, C spends $26.2M and D spends $24.8M
