The Indian Intelligence Service has attempted on many occasions to infiltrate the Sikh organization, Dal Khalsa, which is based in the city of Amritsar, India. The organization's first prominent leader, Jarnail Singh Bhindranwale, began to draw the attention of local government officials in 1981. The group claims that the primary aim of the organization is to achieve the independence of the Punjabi-speaking Sikh majority region of North West India through peaceful and democratic means. Their ultimate goal was to establish a sovereign Sikh state, Khalistan.
