This would be a true statement. A quick return to your original resting heart rate from aerobic exercise is a great measure to how fit one is. This is associated with a PE class as they have mentioned semester and normally education is based on semesters. If you are a student entering a PE class with little aerobic exercise in your life and in doing this class hope to change that, using heart rate recovery rate is a good measure to use for your progress.
