Article 1, Section 10 gives more power to the federal government because the section outlines what states do NOT have the power to do. Section 10 of Article 1 states that "No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports". "No State shall, without the Consent of Congress, lay any duty of Tonnage, keep Troops, or Ships of War in time of Peace". This basically gives more power to the legislative branch of the federal government. Also

Section 10 grants more power to the federal government. States are not allowed to enter into treaties, and they cannot make agreements with other states or countries without the consent of Congress.
