Assuming this refers to the Gettysburg Address: 

The answer is True

Lincoln began his speech with a reference to the signing of the Declaration of Independence, (four score and 7 years ago means 87 years ago, referring to that date). 

He then describes the current state of the Union, defining what is at stake in the war. 

He goes on to say what will be remembered in the future (he incorrectly says his speech won't be memorable), and the new birth of freedom that lies ahead to be fought for. 
The answer is true because he was speaking about the past and the future
