A reasonable delay of a prompt disposition is one that is free of punishment, because it is considered by law as fair, taking into account the circumstances and the facts that originated it. An example may be the distance, or a fact of major force that produces it.

The availability of a jury only make twice a year makes not real precaution of small time limits within which an indictment must be returned. Finding the best methods will require innovation and experimentation. To reassure this, the decided draft mandates each district court to prepare a plan to achieve the prompt disposition of criminal cases in the district. This is not to say that prompt disposition of criminal cases cannot be achieved. This only means that in successfully achieving of prompt disposition may need solutions which vary from district to district.
