Voter turnout rates are significantly higher in presidential elections compared to congressional elections. The lower turn out can be traced to less media coverage allotted to congressional elections generally. Specifically, each local congressional candidate receives less coverage than the presidential candidates due to the fact that websites and television stations catering to the whole US will cover each presidential candidate extinsively to attract views from the whole nation but coverage of congressional candidate will mainly attract views from that candidate's constituency and thus be less profitable.
