The Legislative branch. The Great Compromise basically created equal power between big states and little states. Little states had fair advantage in the Senate, big states had a fair advantage in the House of Reps. The 3/5's compromise helped create even more equal power, because the little states thought it an unfair advantage to the southern states who's popultion was larger because of slaves. Therefore, slaves were counted as "3/5" a person.
