National labour relations act, 1935 is named after Robert FWagner, who was in New York senator. This act safeguards the basic rights of the employees. Trade unions are formed. A national labour relations Board is created under this act. Elections are conducted and the employers have to get engaged in the negotiations with the trade unions. They can bargain with their employers. The National Labour Relations Board is a five-member body which resolves labour disputes. Its responsibility is to prohibit unfair labour practices. The act was weakened by the Taft- Hartley Act in 1947.
Taft - Hartley Act prohibits closed shop, which is an arrangement of compulsory membership of the union to get an employment. The Harley Act allowed states to forbid the agency shop. Agency shop is an arrangement which requires non-union members to pay fees to the union to cover the cost of bargaining. Thereafter, various states adopted “right to work” that banned both closed and the agency shops.
The Wagner Act was amended by the Landrum Griffin act in 1959 that banned boycotts. It also limited the right topicket.
