Hobbes believed in a social contract solely for the prevention of anarchy. He felt that people in their natural state, free to pursue any interest, would cause anarchy and suffering. He believed that people should, and do, give up their freedoms to a man or group of men for the protection of greater order and quality of life.

Locke believed in a social contract in which people gave their loyalty to the state and the state governed for them and with their consent. He believed in natural rights that all people have, which no person or state had the right to deprive them of, and thus thought some democratic form of government in which these rights were protected was the only correct one.

Thomas Hobbes and John Locke's social contract revolves around the natural law.  Natural law represents the universal law that everyone follows despite their background.

Thomas Hobbes believed in absolute monarchy for the government.  It is achieved by maintaining order and peace by the government.  It requires people to give up their freedom in order to get secured and quality lifestyle. Thus, Hobbes favored that no rights should be given to people, which may create rebelling situation against the government as it may lead to suffering.

John Locke argued that people must have their natural rights such as life, liberty, and property.  The role of the government should aim at protecting natural or human rights.  In this, the people are able to break the contract in case of failure from the part of the government. John Locke's ideas were in favor of a democratic form of government for people.
