First find the population count at both 1993 and 1999, which would be 6500, and 9500. Then in a data set order the populations of the town from 1993 to 1999, (6500, 7000, 7500, 8000, 8500, 9000, 9500) Finally just cancel out one from the start of the data set and one form the end until you are left with one value, which is: 8000.
