3-5y= 2x

-5y= 2x-3

y= (-2/5)x + 3/5

y + 2 = (-2/5)(x + 3)

y + 2 = (-2/5)x - (6/5)

y + 10/5 = (-2/5)x - 6/5

y = (-2/5)x - 16/5 is the answer
