The major difference between social insurance and public assistance is that social insurance provides help for the sick and unemployment while public assistance provides help for the needy. Social insurance originated during the Great Depression when Franklin D Roosevelt, with the help of Congress, created the Social Security Act that provided for the sick and unemployed. Public assistance also came as a result of the Great Depression and the need for cash and food.
