Like as HistoryGuy said, war often means a government's sole purpose is usually to win - no matter what the costs may be. Thus, the focus on improving the quality of life dramatically decreases as funding on military research, higher economic impact that focuses on manual labour (with intellectual ability that is less valued by the GOVERNMENT), lack of facilities (probably beyond repair, abandoned or not fit for purpose). Finally, war has profound effects on the self esteem of the individual (a negative social impact) that demoralises a child's own vision of his/her future and the lack of emphasis they gain on education.
