The President names the heads of the three departments of military.
The President
The President, as Commander-in-Chief of the armed forces, is the one responsible to appoint the heads (Secretaries) of the three Military Departments of the Department of Defense: the United States Department of the Army, the United States Department of the Navy, and the United States Department of the Air Force.
Even though the President is the one who appoints them, he first needs the advise and consent of the Senate.
