Germany, England and Japan. Albert J. Beveridge firmly believed that the Philippines should remain United States territory forever, for strategic and economical reasons. He declared to Congress that it would be wrong to leave the territory because it would be taken over by other empires: "Shall we abandon them, with Germany, England, Japan hungering for them?"
