It is illegal for anyone to text message without a hands-free device if 18 or older because as teenagers we are all immature and reckless so of course you have to be 18+ in order to text and drive, even though that's recommended for ALL AGES even adults, its still urgent because teens like to go wild on the road as if this was a Tokyo drift game so no its A) because that's what your suppose to do, not B) because many people do that, not C) because its nothing wrong with that, not E) because one of them is illegal so answer is D).
