CREON: For there’s no greater evil than a lack of leadership. That destroys whole cities, turns households into ruins, and in war makes soldiers break and run away. When men succeed, what keeps their lives secure in almost every case is their obedience. That’s why they must support those in control, and never let some woman beat us down. According to Creon’s argument, who does he believe holds the ultimate power and who is to blame for any ruin that falls upon a city?

Answer:

According to Creon's argument, he believes the king (human leadership) holds the ultimate power. If men don't obey royalty, then there life is ruined. None of his subjects, especially a female one, should ever disrupt his leadership and exercise of power. He also believes that the city's leadership is to blame for any ruin that falls upon a city - (in his mind) they should've prevented it.
