When Lincoln issued his Emancipation Proclamation, he knew it did not have the power to end slavery. Why was he correct?

Slavery had to end by an act of Congress.
That authority only came from the Supreme Court.
Only American voters could put an end to slavery.
It was going to take a Constitutional amendment.

When President of the United States, Abraham Lincoln and the Republican party recognized the Emancipation Proclamation, It was as a measure of war but he knew that Emancipation Proclamation wont have any constitutional validity when the war came to end. Abraham Lincoln was a lawyer by profession and he was aware of the importance of making sure that Emancipation Proclamation had no loopholes. It was not supposed to be eloquent or touching instead it was intended to be an iron-clad legal document. Legal framework was still in existence with regards to slavery in the confederate states along with slave states that were not the part of Proclamation.

So, because of that, Republican party pushed itself to the constitutional amendment in order to abolish slavery. Because of that, Republican party in Senate, passed the thirteenth amendment where it got more than two third of votes in year 1964.
