They had incredible amounts of slaves. The slaves outnumbered the citizens of Sparta (although the citizens met certain criteria, like being male, etc.) To keep down slave uprisings, they needed a military. While the slaves did the hard labor of the community, the Spartans trained in order to prevent a fight that the slaves would easily win.
