Chargé/e de mission or chargé d'affaires is a diplomat who is in charge of a diplomatic mission. It's a lower rank then an ambassador. Chargé may be leading the mission in absence of ambassador, or if the countries have bad diplomatic relations Chargé may be leading an embassy (but it's usually considered an offense).
