John Locke's Two Treatises of Civil Government changed the nature of government by providing the ideas of natural rights and social contract.
Obviously, when people realized there were some natural and unalienable rights that every human should have, that changed the nature of government quite drastically because now laws and the makeup of government had to be changed to accommodate these alterations.
