First start at the point 0,4 because the positive is our y-intercept. Then go up three over one to the left till you reach the end of the graph, then go back to 0,4.
Then go 3 down and right one till you reach the end of the graph. And now you got a line!

m=slope  (-3)
b=y-intercept   (4)
