If I'm reading your question correctly:  "F(x)=7x+9/8x-9 when -f(x)," then all you have to do to find -f(x) would be to put a negative sign in front of ALL
of 7x + 9 / (8x-9):
                       9
- f(x) = -7x - --------
                     8x-9
