I believe that the difference between Kublai Khan and Genghis Khan was that Kublai managed to conquer all of China, whereas Genghis could not.
Kublai Khan was the first non-native emperor to conquer the entire country of China and establish a new dynasty there - Yuan dynasty, originating from 1271.
