Why did the United States government refuse to suspend quotas pertaining to Jewish immigrants during the war?

It is known by few but Franklin Delano Roosevelt was not someone who favored Jews. It is said that the Americans knew about the concentration camps but did nothing about them; they could have just as easily bombed the camps.
