Maintaining a stable banking system is not one of the responsibilities of the Federal Reserve. The Federal Reserve controls the U.S. budget, starting with the U.S. Central Bank. They have three key entities: the Federal Reserve Board of Governors, the 12 Federal Reserve Banks and Federal open market committee. The last, is they are incharge of maintaining 5 key functions within the Federal Reserve.
