The reason why Hammurabi had his laws engraved in stone and placed in a public place is because he wanted an unequivocal set of laws that would help shape and reform society in a fair and relatively unbiased way. This was done through common sense reforms that helped deal with criminals and ended a lot of the guess-work that accompanied criminality at the time.
