After the French Revolution of 1791 and the Napoleonic Wars, European leaders’ greatest goal was to reunify Europe and "heal" the immense amount of economic and social damage that had been done.
Preserve monarchies--the goal of government leaders was to prevent any revolutions in their own country.

At the leadership of Klemens von Metternich, an Austrian diplomat, organized a conference of leaders in Europe called the Congress of Vienna. At the Congress of Vienna, the monarchies of Europe agreed to come to the aid of one another if a revolution occurred in any of their countries. Metternich believed monarchies were proper and the way government should run because they were stable and tradition. He wanted to protect the system and pointed to France as an example of how democracy can go wrong.
