The option which is the only global city in the region of Russia and its
neighboring countries is A. Moscow. Moscow is the capital of Russia, so
it is only natural it should be the most developed city in that country
as well as in the region. Kiev is the capital of Ukraine, but that
country is not as developed as Russia. St. Petersburg is a big and
advanced city, but it is yet to be named a global city. Tashkent is the
capital of Uzbekistan, which is not as developed as Russia.
