To find the line, you need to use the point-slope formula because you're given both the slope and a point.
y - y₁ = m(x - x₁)
m = -2/5
x₁ = 10
y₁ = 3

y - 3 = -2/5x + 4
y = -2/5x + 1
y = -2/5x + 1
