Because an exterior planet undergoes retrograde motion (the apparent motion of a planet in a direction opposite to other bodies within the system). At its position, the earth is moving faster around the sun than the exterior planet. so the earth overtakes the planet. Because of this, exterior planets appear to have retrograde motion (moving from east to west) to the stars. This is why the planets near opposition rise in the east
