The appropriate response is the Axillary Bud. An axillary bud is an embryonic shoot which lies lethargic at the intersection of the stem and petiole of a plant. It emerges exogenously from the external layer of the cortex of the stem. 
Axillary buds don't turn out to be currently developing shoots on plants with solid apical strength.
