63 1/3%  is equivalent to 190/3% .  Dividing this by  100%, we get 190/300, or 19/30.

63 1/3% of 60 is what?  To determine this, multiply 60 by 19/30.  That comes out to (60)(19)/30, or 2(19), or 38 (answer).
